Central Government amended the Multi Sate Co-operative Societies Act, 2002. The amended Act the Multi State Co-operative Societies (Amendment) Act, 2023 (11 of 2023) dated 03.08.2023 w.e.f. 03.08.2023 along with Multi State Co-operative Societies Rules, 2002 (as amended vide GSR 591(E) dated 04.08.2023 w.e.f. 04.08.2023) were notified. The objectives of amendment included, inter-alia, electoral reforms, reforms in the composition of Board and Membership and strengthening governance and transparency in the MSCS. Accordingly, Cooperative Election Authority has been established under Section 45 of the Act.
Co-operative Election Authority consists of a Chairperson, a Vice-Chairperson and Members not exceeding three. The Authority shall discharge the following functions, namely – (i) conduct of elections of the Multi State Co-operative Society; (ii) supervise, direct and control the matters relating to preparation of electoral rolls; and (iii) such other functions as may be prescribed.
