Cooperative societies, with objects not confined to one State known as a multi state cooperative Society.
Multi State Cooperative Societies are Governed by Multi State Cooperative Societies Act,2002(MSCS Act,2002) and rules made thereunder.
Section 7 of MSCS Act,2002
Minimum 50 individuals in each state (members) are required to join & sign.

Formation of byelaws can be done according to Section 10 (Bye-laws of multi- State co-operative societies) of MSCS Act 2002. CRCS office has prepared sample bye-laws which can be referred to for guidance.
[A] Form 1: To be submitted in the format annexed with the MSCS Act 2002 along with the documents required under Form I.
[B]: For societies having objects related to thrift and credit and for multi-purpose societies following additional documents are required to be submitted along with documents mentioned at point [A] above:

Note: Credit/Multi- Purpose Societies which are already registered under the MSCS Act, 2002 and are desirous of expanding their area of operations falling under category (B) above shall be required to submit an NOC as mentioned at [B](1)
The application for registration shall be disposed of by the central Registrar within a period of four months from the date of receipt thereof by him.

An amendment of the bye-laws of a multi-state cooperative society shall, unless it is expressed to come into operation on a particular day, come into force on the day on which it is registered.
“National cooperative society” means a multi-state cooperative society specified in the Second Schedule; At Present 19 National cooperative societies in this Schedule.
Board of members can have maximum 21 members, including following reservations which are as follows: -
Society can Co-opt two Directors.
Chief executive Officer is appointed by the board.
The amount collected from promoter members will be deposited in any bank and the said bank then can issue a Bank Balance Certificate and statement of account in favor of new proposed society.
In this viability report society have to explain there over all working & the economic conditions of the society and how effective the work will be with respect to the working states that they have selected. Also there are some financial projected balance sheet which calculates the overall working of the society.
